The rapid urban growth of cities in third world countries effected in exacerbate the urban problems in those cities, and this effect emerged in the form of a breakdown of residential areas, the deterioration of the physical environment, and the cancerous growth of slums. The slums started abounding in number and growing in size in many developing countries to become a global phenomenon marks the majority of Third World cities and become a part that can not be ignored from the housing stock, the main signs of these areas are the deteriorating physical structure and lack of facilities and services, causing pressure on services and facilities of the cities contain them and lead those cities to deterioration. With the increase and exacerbate of human settlements problems, the current trend towards the developing, improving of slums and upgrading them physically, economically and socially is considered as the key requirement in all scientific, social and governmental forums. It is widely recognized that the participation of the population is essential for the sustainable and equitable development. The concept of "public participation as an essential ingredient for urban improvement and development" has been applied in many countries because of its importance on the involvement of local communities members in decision-making on their living environment. The contribution of public participation in making of the local development is a practical application of the concept of popular action based on desire and choice, which can benefit from human and substantial efforts and potential which will ease the burden on governments and also will achieve the immanence goals of development process. With the difficulty of organizing public participation, arise the importance of developing the intermediary institutions pursuing ways and means through which they could mobilize and organize energy and resources of the community members towards development actions, building channels of communication between them and various governmental agencies, from here the Non Governmental Organizations (NGOs) started to be concerned in the area of development process. The non-governmental Organizations are one of achieving community development goals pillars, those organizations are important because of their ability to mobilize public awareness and activate members of the community to be involved in the process of development on one hand and to have the flexibility to enable them to work at the local level with its various problems on the other, in addition to their ability and the efficiency in reaching the public beyond the government agencies. The main objective of the research study is determined to reach appropriate recommendations to get the maximum benefits of self-directed efforts represented in the various levels of public participation and the contribution of NGOs in the development of slums in Jeddah Province in general and Sehaifa Dist. in particular, and developing it, and activating the participation between the governmental and non governmental sectors in the development process. In order to achieve the objective of the research, the study tracks the descriptive analytical method to evaluate the programmes and the projects for developing the slums and to determine the objective role for public participation, and non-governmental organizations in developing and improving these areas, and therefore the possibility of applying such programmes on the proposed programme to improve the Sehaifa Dist., and to develop it in particular and to develop the other slums in Jeddah Province in general. The method used depends on a set of steps are: • Examining the theoretical concepts of the slums, their features and characteristics, the criteria for determining their status, the advantages and disadvantages of housing in the slums, the methods of dealing with them, and finally examining the frameworks and concepts associated with each of public participation and non-governmental organizations. • Studying and evaluating some of the international experiences of programmes and projects to improve and develop the slums, the analysis protocol depends on presenting the profile of the project, its objectives, mechanisms of its implementation, its results, and extracting the indicators of the programme success and its disadvantages, and thus conclude the lessons achieved from them. The study included eight experiences from Asia, Africa and Arab countries are: 1. Alcampunj improvement programme, Indonesia. 2. Orangi exemplary Project Karachi, Pakistan. 3. Lusaka housing project, Zambia. 4. Support Programme to develop Bamako urban city, Mali. 5. Development and improving Project of Al-salam Dist. in Ismailia, Egypt. 6. The urban improving Project of AL-Nasiriyah area, Aswan, Egypt (1987-1992). 7. The living standards improving Programme in Ezbet and Arab Al-Walda in Helwan, Cairo, Egypt. 8. The program for developing the eastern part of Al-Wehdat, Amman, Jordan. • evaluating local studies that aim to improve and develop slums, and conclude the lessons achieved to determine the possibilities of applying their programmes on the developing proposal of Sehaifa Dist. in particular, and the other slums in Jeddah Province and KSA in general. The local studies of the research cover the following: 1. Studying Gouz Al-Nakasah area in Makkah. 2. Studying Malawi area in Makkah. 3. Studying the suburb of Al-Morslat in Riyadh city. • Studying the general features of the slums in Jeddah Province, monitoring and documenting specific features and characteristics of Sehaifa Dist. with its existing problems, and recording the data of the current situation of the region, and the features and trends of community participation. • analyzing and studying the data and information that have been extracted from the field research for Sehaifa Dist., and the constituents of the improving and developing proposed programme general features. • Extracting general trends to deal with the slums, the advantages that discriminate the slums urban developing and improving programmes and projects, and the obstacles that limit their effectiveness. Then conclude the results and lessons achieved from previous experiences and studies, formulate them as an entrance to set the constituents and steps to study the Sehaifa Dist. in Jeddah Province, and reach the improving and developing proposed programme. |
